About West Bengal State NGRBA Program Management Group (WBSPMG)

Government of India in the Ministry of Environment and Forests constituted the National River Basin Authority {NGRBA} by Notification No. S.O.521{E} Dated 20.02.2009. After the creation of NGRBA, a detailed frameworks as well as guideline were prepared. A Program Management Group (PMG) was createdat the National level headed by Mission Director. Similarly, at the State level, a State Program Management Group (SPMG) with a secretariat like structure for day to day operation of the program was created. At the same time it was decided that all the program and activities will be carried out by four executing agencies


  • 1. Kolkata Metropolitan Development Authority (KMDA)
  • 2. Kolkata Metropolitan Water and Sanitation Authority (KMW&SA)
  • 3. Municipal Engineering Directorate (MED)
  • 4. Kolkata Municipal Corporation (KMC) Keeping co-ordination with and involving the concerned Urban Local Bodies (ULBs).

In this state, 44 towns along both sides of the bank of river Ganga were chosen and identified to be the towns/ ULBs for implementation of different schemes and program. These 44 towns were divided among the 4 Executing Agencies for execution of the projects. Total (Rs in Cr.) 1335.439 In December 2015, National Mission for Clean Ganga Authority changed the above pattern of implementation of the programme. The programmewas named as NamamiGange and the entire funding (i.e. 100%) will be made by the National Mission for Clean Ganga Authority (NMCGA). NMCG, changed the prevailing system of selection of executing agency by SPMG/ State Government. Rather, NMCGA engaged Engineering Projects India Ltd (EPIL) and Engineers India Ltd (EIL), both Central PSUs for conducting condition assessment of Interception and diversion (I & D) and Sewerage Treatment Plant (STPs) for all the 44 towns and entry level activities for River Front Development (RFD) andElectric Crematoria in the towns along river Ganges.

These agencies selected by NMCG prepared DPRs and got administrative and financial approvals from NMCG directly for some RFD and Electric Crematoria in Garulia and Bhatpara Municipal areas. No further projects approved in West Bengal under NamamiGange. Concerned Municipality is required to sign tripartite agreement with EPIL and NCMG to take over operation & maintenance of these assets after execution out of their own resources as per agreement. Out of Rs 21 Cr sanctioned to projects West Bengal, not a single project/ funds provided to SPMG. Projects approved under World Bank funded NGRBA prior to NamamiGange are being executed by State agencies successfully.
